To test the cross regional joint operations and coordination and disposal capabilities of the provincial fire rescue team with local emergency linkage forces, and to enhance the practical level of the team's response to chemical disasters and accidents, on September 14th, sponsored by the Anhui Provincial Fire Rescue Corps and the Fuyang Municipal People's Government, the Fuyang Municipal Fire Rescue Detachment and the Yingdong District People's Government, The cross regional practical exercise of the "Blue Flame Sharp Blade -2023" chemical disaster accident, organized by Anhui Haoyuan Chemical Group Co., Ltd., was carried out in the production shutdown area of the old factory of Haoyuan Company. Hu Mingwen, Deputy Secretary of the Fuyang Municipal Party Committee and Mayor, Li Bin, Anhui Provincial Fire Rescue Team Leader, Wang Qikan, Deputy Team Leader, Zhang Xiaodong, Deputy Mayor and Public Security Director of Fuyang City, Meng Xiangdong, Political Commissar of the Fuyang Fire Brigade, Zhu Jingtian, Secretary and Director of the Municipal Government Legal Affairs Office, and Fan Diancai, Secretary and Chairman of the Haoyuan Company Party Committee, attended the event and observed the drill. Zhang Haisheng, Deputy General Manager of the company, participated in the emergency rescue command drill.

Drill simulation: Due to a sudden increase in the outlet pressure of the methanol pump in the methanol washing production device, methanol leaked from the pipeline flange, causing the leaked methanol to flash and burn violently when encountering static electricity. The drill mobilized the chemical fire extinguishing and rescue teams of Fuyang Branch, Haoyuan Chemical Enterprise Fire Brigade, and Airport Enterprise Fire Brigade, linking the emergency linkage forces of 14 departments such as public security, transportation, water supply, power supply, emergency, medical, environmental protection, and meteorology. The headquarters mobilized three heavy (light) chemical fire extinguishing and rescue teams from Huainan, Bozhou, and Bengbu in the northern Anhui region for emergency reinforcement across regions. A total of 8 lift jets, 11 fire extinguishing and cooling systems, 1 chemical washing and disinfection unit, 1 combat support unit, 2 remote water supply systems, 10 communication support teams, a total of 46 fire trucks, 5 robots, and more than 260 people including fire fighters and social linkage forces were mobilized to participate in the exercise.

The drill takes the shutdown device of Haoyuan Chemical Old Factory as the scene, and through coordination between the enterprise and relevant departments of various levels of government, the rescue and disposal of chemical disaster accidents were carried out. The cross regional emergency rescue capability for responding to chemical disaster accidents was tested to improve the practical level of the drill, which is of great significance for ensuring the safe production of the enterprise.
