According to China's accession to the WTO commitments and the "Interim Measures on fertilizer import tariff quota administration," now published in 2010 fertilizer import tariff quota allocation.
2010 fertilizer import tariff quota volume are as follows: DAP 6.9 million tons, 3.45 million tons of compound fertilizer, urea 3.3 million tons.
Where the tariff quota access to fertilizer units, since January 1, 2010 onwards can apply for the import certificate. The unit holders of state-owned trade quota must entrust state trading enterprises import agent shall not be entrusted to non-state trading enterprises import agent. State-owned trade quota must be "proof of fertilizer import tariff quota" and annotated "state-owned trade", non-state-owned trade quota must be "proof of fertilizer import tariff quota" and marked "non-state-owned trade."
