In 2014 the fertilizer import tariff quotas allocated first come first. Among them, the state-run trade quotas are as follows: 2970000 tons of urea, diammonium phosphate 3520000 tons, 1760000 tons of compound fertilizer, the number of non state run trade quotas for 330000 tons of urea, diammonium phosphate 3380000 tons, 1690000 tons of compound fertilizer.

Beginning in 2014 based on the number of number of beginning in 2013, and adjusted according to the following situation: in 2013 the verification rate in more than 80% of enterprises, up 40%; 2013 verification rate in 50%~79% enterprises, up 20%; 2013 verification rate unchanged at 25% ~ 49%, 2013; verification rate below 25%, a deduction of 50%; in 2013 before the performance, but not in 2013 for fertilizer import tariff quota certificate business, initial amount unchanged; new enterprise applications for initial tariff quota of 2000 tons.
