In today's Agriculture Department news conference, the Ministry of agriculture proposed that by 2020, the agriculture of our country to implement the "one controlled two minus three basic", namely the total control of water use in agriculture; to reduce the use of pesticides, chemical fertilizer, the amount of fertilizer, pesticide consumption to achieve zero growth; the basic realization of livestock and poultry excrement resource utilization of livestock and poultry, the mortality of all to realize harmless treatment; the basic realization of straw resources utilization, straw burning phenomenon has been effectively controlled; the basic realization of effective recycling of agricultural inputs and waste agricultural plastic film packaging.

Ministry of agriculture, science and education secretary Tang Ke said, China's pesticide use chemical fertilizers, ranked first in the world, but the utilization rate is lower than the developed countries in the world from 15% to 20%. Chemical fertilizer, to expand the scope of formula fertilization by soil testing project, through the use of new technology, to increase fertilizer use efficiency. By 2020, the soil testing and application techniques of coverage is more than 90%, fertilizer utilization rate increased to more than 40%, the total amount of fertilizer used to achieve zero growth. Pesticides, plant diseases and insect pests of crops to promote anti rule system and green control, priority use of ecological control, physical control and biological control measures, development of low toxicity and low residue pesticides demonstration and popularization. To 2020, the main crops diseases and insect pests prevention and control of green coverage rate of 30%, chemical pesticide usage control to achieve zero growth.

According to the introduction, in order to promote the construction of ecological circular agriculture pilot, the Ministry of agriculture and the Zhejiang provincial government has signed a co construction of modern ecological circular agriculture pilot provinces, Zhejiang province will take 3 years to take the lead in achieving "a controlled two minus three basic goals".
