The "2020 fertilizer use zero-growth action plan" proposed fertilizer complex VAT levy more to the beleaguered fertilizer industry has brought serious challenges. Total control targets. Nitrogen, phosphate fertilizer production capacity reached 60.6 million tons, 24 million tons, compared to 2014's 60 million tons, 23.5 million tons, basically zero growth. Encourage the development of new fertilizers. Overall fertilizer application accounted for the proportion of China's new fertilizer use from the current less than 10% to 30%. Focus on: blended fertilizer, nitro compound, efficiency fertilizer, urea ammonium nitrate solution, slow (controlled) release fertilizer, water soluble fertilizer, liquid fertilizer, soil conditioners, humic acid, alginic acid, amino acids, including stability fertilizer needed nitrification inhibitors, urease inhibitors and other additives and liquid fertilizer needed for industrial ammonium phosphate, ammonium polyphosphate, potassium nitrate, potassium dihydrogen phosphate and other high-quality raw materials.

Industry transformation and upgrading of key technology breakthroughs. Breakthroughs in key advanced coal gasification technology, efficient large-scale low-pressure synthesis technology, the new fertilizer efficiency technologies, biomass fertilizer production technology, large-scale air separation compressor, a large phosphate rock flotation device, fine phosphate processing technology, pretreatment and phosphogypsum chemical treatment technology, insoluble potassium resource utilization technology.

Efforts to promote green development. Increase the comprehensive utilization of resources, recycling, good phosphate resources of fluorine, silicon, magnesium, calcium, iodine and other resources, recycling and end phosphogypsum gypsum products; promote the development of advanced energy saving technologies: energy-saving full cycle of urea production technology, ultra-low emissions and fertilizer production waste gas purification technology depth, phosphogypsum harmless pretreatment and production of new gypsum building materials technology, improved phosphogypsum sulfuric acid technology, the use of phosphogypsum and calcium fertilizer potassium feldspar production technology, sulfuric acid low heat recovery technology, Mannheim potassium means upgrading technology.

Promote industrialization and depth of integration of information technology. Encourage industry associations, fertilizer production, circulation enterprises to establish a joint e-commerce platform to carry out the "Internet + agricultural" activities; promote big data applications in business decision-making, product, market and efficiency of dynamic monitoring and forecasting and early warning; the use thereof networking, RFID, EAN and other information technology, the establishment of product tracing database; build intelligent plant demonstration projects, to carry out aspects of the production around the intelligent application control, device management, security, environmental protection, energy management, supply chain management, decision support and so on.

Improve the level of agricultural services. Leveraging "along the way" to expand the international market. Encourage qualified enterprises to invest national resources shortage of fertilizer factories, R & D centers, transfer the output of some of the advantages of production capacity; improve urea, ammonium phosphate exports and sulfur, soluble potash imported coordination mechanism, cultivate and export body, increase international market discourse right; to encourage enterprises to adopt underwriting, equity holding, exploration and development of a variety of ways to build a number of potash fertilizer production base in sufficient national resources.
