he Ministry of ecological environment announced that the Ministry of ecological environment recently issued the "notice on strengthening the prevention and control of nitrogen and phosphorus pollution of fixed pollution sources" (hereinafter referred to as "the notice") to fight the problem of pollution prevention and control and to solve the increasingly prominent problem of nitrogen and phosphorus pollution.

The notifications require that local enterprises, sewage centralized treatment facilities, and the emission of nitrogen and phosphorus in the large-scale livestock and poultry farms should be regulated as a breakthrough, and the prevention and control of nitrogen and phosphorus pollution of fixed pollution sources should be strengthened; the key basins should take the opportunity and grasp of the emission permit system as a turning point, strictly control and gradually reduce the nitrogen and phosphorus rows in key industries. The total amount should be put in order to improve the water quality of the basin. By the end of 2019, enterprises in key industries of nitrogen and phosphorus emissions have been basically exceeded.

The 18 industries, such as fertilizer manufacturing, sewage concentration treatment and large-scale livestock and poultry farming, should be used as key industries in the prevention and control of nitrogen and phosphorus pollution. The local department of environmental protection at all levels should rely on the certification and management of pollutant discharge license to master the information of the key industry of nitrogen and phosphorus emissions by industry, supervise the enterprises of key industries to establish the management ledger of nitrogen and phosphorus emission, and find out the emission base of the industry. The departments in charge of environmental protection should supervise and guide the relevant industrial and mining enterprises and sewage centralized treatment facilities to optimize and upgrade the production and management facilities and strengthen the operation and management to improve the capacity and efficiency of nitrogen and phosphorus removal. We should focus on the production process of phosphate chemical and phosphate mining enterprises and the reconstruction of sewage treatment facilities, so as to promote the harmless treatment and resource utilization of phosphogypsum. The key pollutant discharge units in the key industries of nitrogen and phosphorus discharge should be equipped with automatic on-line monitoring equipment containing total nitrogen and / or total phosphorus before the end of June 2018 and are connected with the Department of environmental protection.

The Ministry of ecological environment will study the basin control unit and the corresponding administrative region for the total amount control of nitrogen and phosphorus emissions, and determine the industry total control index of the related basin control units according to the emission permits of nitrogen and phosphorus emission permits, and carry out the industry total control. The announcement stressed that the two level people's governments of cities and counties should strengthen the management of nitrogen and phosphorus discharge in the plan of implementing the comprehensive discharge of industrial pollution sources, set up the rectified and rectified accounts, supervise the major issues and follow up the rectification sales numbers. The Ministry of ecological environment gives priority to the inclusion of nitrogen and phosphorus reduction projects in the areas with significant work effectiveness into the central project reserve bank for the prevention and control of water pollution, and measures such as supervision, appointment and limited approval in the areas where the work task is not implemented and the work targets are not completed, and the problems of the prevention and control of nitrogen and phosphorus pollution are brought into the central environmental supervision.
