The Notice specifies five requirements:

The relevant power enterprises should actively follow the provisions of the Circular of the State Energy Administration on Strengthening the Supervision and Management of the Safety of Desulfurization and Denitrification of Coal-fired Units (National Energy Comprehensive Safety [2013] 296) and the Regulations on Safety Management of Liquid Ammonia Tank Area in Coal-fired Power Plants. Important hazards in liquid ammonia tank farm should be harnessed, urea substitution and upgrading should be accelerated, and new coal-fired power generation projects should adopt the technical route without major hazards.
