At present, the acceptance check work has been basically finished.

In order to further implement the nineteen spirit of the party, ensure that the backward production capacity is really going to retreat and prevent the withdrawal of capacity from going back to life, the inter ministerial joint conference requires the local authorities to do well the acceptance and review of the production capacity projects at the early stage, and select spot checks in some areas.
It is understood that the key sampling method adopted this year is mainly based on the factors such as the scale of the capacity withdrawal, the resettlement schedule and other factors. In 2016, the area where the State Council commended is not included in the sampling area. The spot check work of the central enterprise and the spot checking work in the provinces where the production capacity is located are carried out together.
The main content of the spot check is the spot check of the local government and the State Council's SASAC, which has been checked and accepted in 2017, and the spot check ratio of the steel and coal industry in each area is about 30% of the capacity of the year's production. The inspection focuses on whether the acceptance subject is clear, the procedure is standardized, the standard is strict, and the follow-up work is in place. In addition, a part of the project has been withdrawn in 2016 for reexamination.
