Recently, the Ministry of Agriculture said in response to this year's NPC and CPPCC Anhui delegation proposal, the Ministry of agriculture will actively promote the "fertilizer management regulations" promulgated, to strengthen the registration management of fertilizer, fertilizer industry and guide the coordinated development of health.

It is understood, in promoting fertilizer management legislation, the Ministry of agriculture to carry out the construction of fertilizer management legislation and system, promote the legislative process. The first is to strengthen the research on the legislative work of fertilizer. We organized the research on fertilizer management system and fertilizer legislation in China, analyzed the current situation and problems of fertilizer management system in China, analyzed and drew lessons from the successful experience of international fertilizer management, and put forward suggestions for improving fertilizer management system. The two is to strengthen the construction of the fertilizer management system. According to the existing laws and regulations, we should further standardize the management of fertilizer registration, improve the management and service level of fertilizer registration, improve the technical standard system of fertilizer registration, and support local regulations on fertilizer management. The three is to strengthen the supervision and management of the fertilizer market. In accordance with the "agricultural law" "product quality law" requirements, the organization to carry out false propaganda, fertilizer fertilizer distinguish fake and fertilizer market supervision and inspection activities, and earnestly safeguard the legitimate interests of enterprises and farmers.

Along with the development of the industrialization and the increase of population, the fertilizer has been widely used in agricultural production. At the same time, irrational fertilization has a certain impact on the environment. This prompted many countries to attach importance to fertilizer management and formulate relevant laws or regulations. For example, in 1985, the fertilizer law was promulgated in Canada, the fertilizer act was promulgated in 1991, and the fertilizer law was promulgated in Germany in 1986. One of the important content of the foreign law on fertilizer, fertilizer is the quality and field application of standardized management, the standard of agricultural fertilizer, access, use of fertilizer, organic fertilizer, nitrogen content and time of written laws, and in law very clearly defined the agricultural sector of the duties and obligations of users.

Chinese "agricultural law" "product quality law" and "Regulations on the protection of basic farmland" and "water pollution prevention law are about the use of fertilizer management and technology promotion related content.  Among them, the legal terms involved in the content mainly includes 4 aspects: agricultural administrative departments should strengthen the management and guidance of agricultural input products; agricultural producers should be rational use of chemical fertilizer; not forced farmers to purchase the designated production data in violation of the law will be punished.

Some industry insiders pointed out that China in fertilizer use management, there are still many shortcomings. If the relevant laws and regulations are mostly guidance, the responsibilities of departments are not specific; the standard of fertilizer use is not clear, and the law enforcement management basis is not enough; there are many related laws and regulations, lack of enforcement system, lack of mandatory measures, and no supervision of fertilizer use. The promotion of fertilizer legislation is conducive to the establishment and improvement of the system of fertilizer management.
