The Ministry of ecological environment consulted the national environmental protection standards for the application of emission permits and the approval of technical specification for phosphate fertilizer, potash fertilizer, compound fertilizer, organic fertilizer and microbial fertilizer industry (the draft of this standard). By the release and implementation of the standard, and the application of the emission permit and the technical specification fertilizer industry nitrogen fertilizer, which has been implemented in September 29, 2017, the system of pollutant discharge permits will be fully covered by the fertilizer manufacturing industry.
In 2016, the Executive Office of the State Council issued a plan for the implementation of the license for controlling pollutant discharge. The top level design and general idea of the reform of pollutant discharge permit system are defined, and a system of fixed pollution source environment management based on pollutant discharge licensing system is constructed, and a pollutant discharge permit covering all the fixed sources of pollution is completed. The work is done. According to the overall plan, the emission permits for phosphorus fertilizer, potash fertilizer, compound fertilizer and organic fertilizer and microbial fertilizer industry should be completed in 2018.
At present, there is no application and technical specification for emission permits of phosphate fertilizer, potash fertilizer, compound fertilizer, organic manure and microbial fertilizer industry, which can not guide the application of pollutant discharge units and the competent department of environmental protection, which is not conducive to the promotion of licensing. To unify the technical requirements for the emission permits of phosphorus fertilizer, potash fertilizer, compound fertilizer and organic manure and microbial fertilizer industry, to guide the sewage units of phosphate fertilizer, potash fertilizer, compound fertilizer and organic manure and microbial fertilizer industry to apply for pollutant discharge permits and to examine and verify the emission permits, and to guarantee phosphate fertilizer, potash fertilizer, compound fertilizer and compound fertilizer. It is very necessary to formulate this standard for the implementation of the emission permit system of organic fertilizer and microbial fertilizer industry.
According to 2016 environmental statistics, 214 tons of phosphate fertilizer manufacturers have 621 tons of chemical oxygen demand, 109 tons of ammonia and nitrogen emissions, 13 thousand and 900 tons of particulate emissions, 3.31 tons of sulfur dioxide emissions, 13 thousand and 900 tons of nitrogen oxide emissions, 157 tons of chemical oxygen demand emission in 70 potash manufacturing enterprises, and 60 ammonia nitrogen emissions. Tons, 2995 tons of particulate matter, 5396 tons of sulfur dioxide emissions and 2652 tons of nitrogen oxide emissions; 672 tons of chemical oxygen demand emissions from 445 compound fertilizer manufacturing enterprises, 101 tons of ammonia and nitrogen emissions, 12 thousand and 300 tons of particulate matter, 12 thousand and 300 tons of sulfur dioxide emissions, 5161 tons of nitrogen oxide emissions; 102 The chemical oxygen demand of organic fertilizer manufacturers is 82 tons, 4 tons of ammonia nitrogen, 340 tons of particulate matter, 757 tons of sulfur dioxide emissions and 441 tons of nitrogen oxide emissions.
This standard is defined for the pollutant discharge unit of the phosphate fertilizer industry, the pollutant discharge unit of the potash industry, the pollutant discharge unit of the compound fertilizer industry, the organic manure and the pollutant discharge unit in the microbial fertilizer industry. According to the discharge standard of water pollutants in phosphate fertilizer industry, the definition of pollutant discharge unit in phosphate fertilizer industry is determined. According to the compound fertilizer (compound fertilizer), the pollutant discharge unit of the compound fertilizer is defined as the production enterprise or production facility of the fertilizer with at least two nutrient contents of the three nutrients of the production of nitrogen, phosphorus and potassium (ammonium phosphate, ammonium phosphate, nitrate phosphate fertilizer, phosphate and potash nitrate fertilizer, calcium, magnesium, phosphorus and potassium fertilizer, potassium nitrate). According to "potassium chloride", "agricultural potassium sulphate", "agricultural potassium nitrate" and other product standards, the potash fertilizer industrial pollutant discharge unit is defined as production enterprises or production facilities for producing potassium chloride, potassium sulfate, potassium nitrate and potassium magnesium sulphate. According to the classification and code of the national economic industry, the organic fertilizer and microbial fertilizer industry is defined as the production enterprise or production facility for the production of organic fertilizer and microbial fertilizer.
This standard applies to the management of the emission permits of water pollutants, air pollutants and solid waste discharged from the sewage units of the fertilizer manufacturing industry, including the emission of water pollutants, air pollutants and solid waste, covering all the fertilizer manufacturing industries except nitrogen fertilizer. In addition to waste gas and waste water, phosphogypsum has been incorporated into the management of pollutant discharge permits, mainly to fill in the production and discharge links, design annual production, water content, arsenic content and disposal ways, disposal methods and final direction.
According to the preliminary statistics, the fertilizer production enterprises within the scope of this standard are about 6700 (data by the end of 2016), according to the preliminary statistics. Among them, more than 200 phosphate fertilizer production enterprises, more than 180 potash fertilizer enterprises, more than 3400 mixed fertilizer production enterprises, and more than 2900 organic fertilizers.
For the implementation of this standard, the standard compiling group proposes to promulgate the emission standard of the air pollutants in the chemical fertilizer industry as soon as possible, to introduce the supporting self-monitoring technical guide as soon as possible, and to establish the best feasible technology.
