The Ministry of ecological environment consulted the state environmental protection standards (hereinafter referred to as the standard) for the application of emission permits and the issuance of technical specifications for phosphate fertilizer, potash fertilizer, compound fertilizer, organic fertilizer and microbial fertilizer industry (hereinafter referred to as the standard), and the comments were consulted to the end of July 15th. By the release and implementation of the standard, combined with the application of emission permits and nitrogen fertilizer industry, which has been implemented in September 29, 2017, the pollutant discharge licensing system will achieve full coverage of the fertilizer manufacturing industry.

The standard is applicable to the emission permits of water pollutants, air pollutants and solid waste discharged from the sewage units of the fertilizer manufacturing industry, including the emission of water pollutants, air pollutants and solid waste, covering all the fertilizer manufacturing industries except nitrogen fertilizer. In addition to waste gas and waste water, phosphogypsum has been incorporated into the management of pollutant discharge permits, mainly to fill in the production and discharge links, design annual production, water content, arsenic content and disposal ways, disposal methods and final direction.

According to the preliminary statistics, there are about 6700 fertilizer production enterprises (2016 end of the year). Among them, more than 200 phosphate fertilizer production enterprises, more than 180 potash fertilizer enterprises, more than 3400 mixed fertilizer production enterprises, and more than 2900 organic fertilizers.
